December 2010 Honor your parents or other family members, arts patrons, or ling time residents of our great community by buying a brick in their name in support of three Marshall projects: Memorial Park, Mrs. Whitney Statue, and the Marshall Mural Project. The brick will be inscribed and placed at Memorial Park or near the Mrs. Whitney statue, similar to the Liberty Park bricks. More Information.
October 2010 The History Mural proposals were reviewed, and artist Joshua Sarantitis of St Paul, MN was selected. The mural is scheduled to be painted summer 2011.
September 2010 The mural committee chose three finalists for Marshall's second mural (History). Committee members met with the finalists to discuss the concept of the mural. Proposals from the finalists are due September 22.
August 4, 2010 The Music Mural proposals were reviewed and artist Greg Wimmer of Rochester, MN was selected. The mural is scheduled to be painted in early summer 2011. See the artist's proposal.
July 7, 2010 The Music Mural will be the first mural to be painted. A Call for Artists/Request for Qualifications was sent out statewide and three finalists were selected. Final proposals for the Music Mural will be submitted to the MMP Committee by August 2, 2010.

IntroductionThe Marshall Mural Project is a multi-year community effort to develop and implement visual imagery through three public arts murals in downtown Marshall. This project is intended to allow all interested members of the community to participate in ways that fit their abilities and interests.
The purpose of this project is to enhance public art in the community by working with the City of Marshall, businesses, organizations and community residents to develop a mural program that will provide for the funding, selection, creation and maintenance of up to three public art works. The City of Marshall has recognized and accepted responsibility for beautification of its public areas. This project will add greatly to the enhancement of the quality of life of Marshall’s citizens, attract tourism, and provide incentives to business to locate in the City, thereby expanding Marshall’s economic base.
In developing downtown Marshall as a vibrant and active center, funds will be raised to continue to expand the Arts and add to an Arts and Entertainment district within downtown area. We believe with the Arts Center and Studio 1 on Third Street that our community can build interest sites that will enhance visitation to our downtown, and celebrate our long and successful history through Art. This project aligns itself with our community’s understanding of the value of regional centers, a thriving college community and our strong interest in amateur athletics.
Marshall Area Fine Arts Council (MAFAC) has agreed to provide the leadership for this project. There continue to be discussions among the city, county, and business community leaders about the quality of life of the community as it relates to the community's ability to attract/retain employees as well as new business/industry and development of Marshall as Midwest regional destination. MAFAC feels that its effort to develop and provide access to arts experiences to all members of the community is a major part of the quality of life equation in our community. Educational experiences of our young people, support of local artists, access to arts interest by community members, arts classes and experiences, and visibility of the arts in the community are important elements in any community and certainly bear a relationship to our ability to be a progressive and growing community.
Marshall Mural Project CommitteeAs a special project committee of MAFAC, the Marshall Mural Project Committee was established to coordinate and administer the program. The Marshall Mural Project Committee includes a representative of the City and representatives of MAFAC. Other community members were invited to join the committee because of their expertise in historical preservation, visual arts, architecture, or affiliation with a local business association or public entity. Members are not required to reside within the city limits. The Marshal Mural Committee meets on a monthly basis.
The Marshall Mural Project Committee shall endeavor to develop three public art murals that are of the highest quality, will encompass a broad aesthetic range reflecting the City and the minds of its citizens, will improve the quality of life in the area, will be accessible to all individuals and be a source of pride to all residents. The Marshall Mural Project Committee shall seek to develop these Murals in such a way to intimately integrate into the fabric of the City of Marshall and reflect a broad range of community input and involvement by artists and art professionals.
The Committee will submit requests for funding, review and approve the design of public art to be placed on three local business sites in downtown Marshall.
Marshall Mural Project Committee objectives include: A. Develop mural art works that are unique to Marshall. B. Increase the understanding and enjoyment of public art by Marshall residents. C. Invite public participation in the interaction with these public spaces. D. Provide unusual and challenging employment opportunities for artists. E. Encourage collaborations between artists and architects, and artists and engineers. F. Support artist participation on design teams for planning of this project. All Marshall Mural Project Committee meetings shall be conducted in accordance with the Minnesota Open Meetings Law.
Mural ThemesThe art works will express three different themes, History/Culture, Marshall’s Music, and Recreation/Sports. These murals will serve as landmarks that add definition to the City of Marshall.
Mural LocationsThree locations are proposed for the location of the murals. The building owners have agreed to work with this project by providing sites for the murals:
ExpensesAppropriations for Funding for the Mural project may be spent for: A. The Artwork itself, including but not limited to: 1. Artist's design fees. 2. Additional labor and materials required for production and installation of Artwork. 3. Artist's operating costs. 4. Travel related to the Project. 5. Transportation of the Artwork to the site and installation. 6. Any required permit or certificate fees. B. Identification plaques and labels. D. Photographs of completed Artworks. E. Communication and other indirect costs including insurance. F. Expenses for special advisors or consultants.
FundingThe City of Marshall would provide funds from the City’s Amenity Project. These funds would act as matching dollars for Arts grants, private donations, corporate and business sponsors and community organizations that would like to be included in the Mural Project. For the different theme concepts of each mural, related organizations would be asked to participate by donating or assisting in raising funds to support the project. With Marshall being designated as the “Southwest Regional Amateur Sports Center,” we look forward to the involvement of the various amateur sports associations (baseball, hockey, softball, etc) and their financial support. The same approach would be used with the murals for the History/Culture and Marshall’s Music murals, by inviting appropriate organizations to become involved with each of those murals.
With the recent passage of the clean Water, Land and Legacy Amendment in 2008, funding for the arts will be greatly enhanced. 19.75% of the fund will be put in an Arts and Cultural Heritage fund to be spent only for arts, arts education and arts access and to preserve Minnesota’s history and cultural heritage. Our regional Southwest Minnesota Arts and Humanities Council (SMAHC) will be receiving a portion of these funds for arts programming in our region. Grants will be submitted for funding of this project.
Selection of ArtworkA request for art proposals will be prepared and advertised by the Marshall Mural Project Committee for an open competitive application process with site and program advertised; proposals accepted from all artists; no proposal fee is paid to artist unless stipulated. The application process may be in stages, with the final selections chosen from a group of finalists. In making the final selection, the Committee shall be guided by the goals and purposes as stated and the criteria set forth in this document and any other guidelines promulgated to fulfill the criteria. The Committee shall select Artworks which will be technically feasible to produce and display; the selection of Artist(s) who will provide art integral to the project will be made as early in the conceptual design stage as practical, so Artist(s) will be able to work with the Committee from the beginning of the project.
If necessary, the Marshall Mural Committee may advertise nationally for proposals. The Committee has the option of making no selection. If no proposal is accepted, the Committee has the right to reopen the search or to propose other methods of selection. Each proposal will also be evaluated as to: its artistic excellence, appropriateness in terms of scale, material and content relative to the immediate and general architectural, social and historic context; and long term durability against vandalism, weather, theft and excessive maintenance. The Marshall Mural Project Committee will make the final determination of selected work(s).
Criteria to be used in selecting public art: A. Artists will be selected on the basis of their qualifications as demonstrated by past work, appropriateness of the proposal to the particular project, and its probability of successful completion as determined by the Selection Committee. B. In selecting Artists and Artworks, the Committee shall select those Artists and Artworks of the highest aesthetic quality, and those which fulfill the purposes of the Marshall Mural Project. C. In all cases, consideration will be given to materials, construction, durability, maintenance, public access and safety.

Upon the designation of an Artist or an Artwork by the Selection Committee, the Artist shall enter into a contract with the City for the Artist's services or for the purchase and installation of the Artwork. This contract shall require the Artist to produce or deliver the Artwork for a price guaranteed to be no greater than the maximum contracted cost.
Public Art MaintenanceAll Artworks will be considered under ownership by the City of Marshall. A contract with each building owner will be developed and completed by both parties. The contract will define responsibilities related to ownership, maintenance and preservation of the artwork, sale of property by business owner, and deaccessioning of artwork.
The City or designee may consider the deaccession of artwork for one or more of the following reasons in the event that it cannot be re-sited: The artwork has been damaged or has deteriorated and repair is impractical or unfeasible; The artwork endangers public safety; In the case of site-specific artwork, the artwork is destroyed by severely altering its relationship to the site; the artwork requires excessive maintenance or has faults of design or workmanship. The City will be responsible for the ongoing care and maintenance of all Artworks purchased or commissioned for the Project.
